When RTC is opened in Configuration Mode and changes are made to a profile those changes cannot be reverted in user mode. i.e user cannot see the changes and revert them back.
Using Configuration mode we can restrict users.
To open in configuration mode user must be owner of the profile(need to set the Owner Id).
